Well Ilana first of all I think it means they don't want anyone in jeans but aren't really dictating the style. I also have recently learned of this new term but wanted further clarification so I found out thetechnical definition: "Something in-between office casual and black tie (e.g., jacket and tie for men, cocktail dress/pants for women)."
Let me break this down for you in laymen terms as a 12-13 year old because the definition changes by age. My gut says, no ugss (given the 60 degree weather that's not so shocking anyway). I'd go with something fun that you love, perhaps a cute dress with a cool fabric or a great skirt. Stores that I wouldn't consider having festive attire would be abercrombie and that type. I'd look toward anthropologie (not sure if you're in that size or not), I'd also check out department stores that might have cool stuff.
Festive attire might be clothing with sparkle or a cool tee shirt and one of those fun shrugs over it. I'm sure you know that i mean. Festive attire might mean fun sandals or flats in an animal print. The entire outfit doesn't have to be festive, but you might want to find one particularly cool item!
